NTEA submitted proposal for Perks & Allowances to Dir HRD , GM(Estt)and GM(SR) also discussed about Transfers (Spouse cases & Rule-8) and got positive assurance .

President S K Pandey and GS Thippesh Y B Submitted a brief memorandum to CMD and discussed all the issues in detail with Dir HRD Sh. Gopal Das and got assurance of fixing of standard pay scales for all executives within next few months (in response to our demand on pay anomalies of 2005 DR JTO batch).

MEETING WITH M/S BOSTON CONSULTANCY GROUP

 

BSNL Management invited NTEA for a meeting with M/s BCG on 31st  March 2009 (in continuation with the earlier meeting on 6th March 2009).

 

The meeting between the BCG officials, Management and NTEA was held as per schedule at 15:30 hrs on 31/03/2009 at Bharat Sanchar Bhavan, New Delhi . The BCG officials gave an insight to the much talked about BSNL Business Strategy & Organization Restructure which is aimed at mass transformation of our organization in order to sustain in a highly competitive and rapidly changing environment. President S K Pandey, GS Thippesh Y B and AGS Santosh Gowda attened the Meeting.

 BCG briefed about the on going pilot projects of PROJECT SHIKHAR

 

A)    Project Vijay @ Lucknow, UP(E) - Reg. Franchise Management(how to promote franchise, sub franchise and retailer).

B)    Project Udaan @ Bangalore,Karnataka - Reg.  Sales & Marketing ( how to retain Landline & Broand Band Subs).

C)    Project Kuber @ Pune,Maharastra - Reg. collection of outstanding dues from Subscribers.

D)    Project Dosti @ Bangalore,Karnataka - Reg. PCO Mangement( how to retain & promote BSNL PCOs)

E)    Project Sanchay @ Chandigrah,Punjab - Reg. cost effectiveness

 

To achive Future Aspirations of BSNL, NTEA strongly demanded BCG & Management to go for HR restructure on priority, as it is the core issue related to growth and business of the company. And also to provide full details of the on going projects to create awareness among the employees of BSNL and the same was assured by the BCG, it will be uploaded very soon after getting details of all projects.

             In Continuation with the meeting held with M/S BCG & BSNL Management, NTEA submitted its suggestions for M/S BCG. The highlights of the inputs sent for BCG is given below:

  1. Before any reform in BSNL, HR Restructuring is the must. The existing outdated & useless HR Structure of BSNL is only creating frustration & unrest among its employees.
  2. BSNL should have Management from its permanent employees only.
  3. ITS Absorption issue need to be settled immediately otherwise the plane of BSNL is all set to crash.
  4. The existing 60,000+ executive posts need to be ratinalized in such a way that everybody should get at least 4 to 5 functional promotion.
  5. The value of Technical & Professional Degree is to be respected.
  6. For promotion qualification, performance & experience should be the criteria (the existing of criteria of only service length need to be buldoged).
  7. VRS should be offered to all such employees who are unable to upgrade their computer proficiency.
  8. Official Car should be allowed for Head of the Circles/SSAs and essential services only. For other employees Car/Two Wheeler allowance should be given.

                         The meeting between the BCG officials, Management and NTEA was held as per schedule at 12:30 hrs on 06/03/2009 at BSNL Bhavan, New Delhi . The BCG officials gave an insight to the much talked about BSNL strategy & Business Plan formation which is aimed at mass transformation of our organization in order to sustain in a highly competitive and rapidly changing environment. The meeting went for more than one and half hours.

DEFICIENCY IN THE REVISION OF PAYSCALES BY BSNL H.Q. [Letter No. 1-50/2008-PAT (BSNL) Dated 5th March, 2009]

  • THE REVISED SCALES CORRESPONDING TO 9850-250-14600 AND 11875-300-17275 are yet to be fixed. 
  • PERKS & ALLOWANCES ARE YET TO BE DECIDED. 
  • NO CLARIFICATION HAS BEEN ISSUED FOR PAY FIXATION FORMULA OF SUCH EXECUTIVES WHO JOINED BSNL AFTER 1-1-2007. THIS WILL OPEN THE SCOPE OF INDIVIDUAL INTERPRETATION BY THE CIRCLES. 
  • NO CLARITY ON FIXATION OF PAY FOR SUCH EXECUTIVES WHO WERE WORKING IN JTO SCALE ON 1-1-2007, BUT THEY ARE HAVING SCALE UPGRADATION DUE IN THE SAME YEAR OR IN 2008. 
  •  NO MENTION OF LEASED ACCOMODATION.

The main points covered in the letter are as below:

  1. The recession is a big factor which should be taken into consideration, before taking big decisions which affects the financial health of the company
  2. The existing pool of 60,000 plus Executives is under utilized and hence proper plan should be made for proper utilization of existing man power and BSNL should seriously think of implementing VRS.
  3. Most importantly, BSNL has not yet framed any promotional channel for the existing pool of Executives at entry level. Before any recruitment promotional channel for the existing pool should be framed in clear terms.
  4. The junior most JTO/GEJTO will take 60 years to reach SDE level & another 40 years to reach next higher post. The message is clear - most of the GEJTO will retire even without a single functional promotion in the present setup.

NTEA appeals all the executives of BSNL to oppose this recruitment .

                          It has been learnt from some reliable sources that MOC has inaugurated new Integrated terminal buildings at VishakhaPatnam & Trichy today & tommorrow he is going to inaugurate 3G Services along with Chief minister TN at Chennai.

              After coming back from Chennai he is going to take up the issue of 2nd Pay revision on priority basis.

 

                  Our G.S. got a call from GM(SR) office regarding submition of the documents of the Association as the process for Membership Verification is going to start.

Circle Secretary (Jharkhand), Sri Rajesh Kumar wrote a letter to CGMT (Jharkhand) regarding the Genuine Issues of DR Executives.

 Assistant Finance Secretary (Jharkhand), Sri Kuldeep Kumar & Executive Member, Sri Sunil Kumar Singh met GM(Admn), Sri S.K.Mishra and discussed with him regarding the following pending issues and requested him to resolve these issues on urgent basis: 

 

1.   Financial Upgradation

2.   Officiating Promotion

3.   EPF Statement

4.   Proper Office Accommodation

 

GM(Admn) spoke to AGM(Admn) and directed him to complete the Financial Upgradation and Officiating Promotion on urgent basis. He also spoke to   GM (F) and instructed to issue the EPF Statement. GM(Admn) also intimated us that Financial Upgradation will be completed by this week end.

During the one day visit of Executive Dir.(F), Shri S R Kapoor NTEA MH circle team led by Circle Finance Secretary Shri.B.Yugandhar met him &  discussed briefly on various issues related with Executives of BSNL:

1.     Implementation of IInd PRC Recommendations in BSNL: He intimated us that the IInd PRC implementation is already under consideration of DOT(F) cell & it is likely to get approved very soon. It will be an interim relief for the DR Executives & our struggle on implementation of standardized pay scale as per A+ grade CPSU will continue.

 

2.     Inter Circle Transfer of DR Executives who have completed 5 Years in a Circle: NTEA Team requested Dir (F) to create a waiting list pool of the executives who have completed 5 years or more in a circle and status should be displayed on intranet, so that a transparency could be maintained regarding inter circle transfer.

 

3.     Recruitment of DR JAOs: NTEA Team reminded Dir (F) regarding the necessity of Recruiting DRJAOs. Dir (F) replied that this matter was in the court which has been settled now and hence very shortly BSNL will recruit DRJAOs.

NTEA MH Circle Office bearers led by President CHQ, Shri. S.K. Pandey met Hon. CGM MH Circle Shri. Chandraprakashji. Despite his very busy schedule, CGM was kind enough to spare his valuable time and had very cordial discussion with NTEA MH team. President submitted the NTEA MH Circle body to CGM and introduced office bearers. CGM expressed his best wishes to the NTEA MH team and assured that he will surely look into genuine grievances raised by the association.

The CGM stressed that along with safeguarding interests of their members, associations should play active role in betterment of BSNL. We assured our active cooperation to his any plan for growth of MH circle.

Later on Hon. CGM Shri Chandraprakashji inaugurated the website of NTEA Maharashtra.
